The Committee is responsible for monitoring and recommending to Council an official policy in the areas of recreation, social services, public health, mental health services, substance abuse services, and human advocacy. The Committee shall also be responsible for monitoring and recommending to Council an official policy in all matters concerning public education and the maintenance of the City library system. The Committee will balance the primary role of the Richmond School Board in crafting policy for the Richmond Public Schools against the responsibility of Council for oversight that is imposed by the appropriation of public funds.[1]

The Committee meets on the third Wednesday of each month at 5:00 p.m. in the Council Chambers, 2nd Floor, City Hall.
