The officer, identified as Victor Ramirez, was put on administrative leave Monday, Adderley said. The case is being presented to the Broward State Attorney's Office for review, and Ramirez could face criminal charges if it is determined he committed wrongdoing.

Ramirez, who has been with the department for nine years, has not been disciplined in the past.

"[There were] three discourtesy complaints, but they were not sustained, and he hasn't been disciplined," Adderley said. 

Ramirez, 34, was working alone on an off-duty detail for the Broward Transit System at the Broward Central Terminal on Sunday when the video was recorded, Adderley said.

At the press conference discussing the incident, Sean Cononie, executive director of the Homeless Voice and one of the city's most prominent homeless advocates, was prevented from participating in the press conference. From the Broward Palm Beach New Times Story[2]:

"As soon as I got to the door, [Sousa] steps in front of me and says I can't come in. He said I have to be credentialed press," says Cononie, a prominent homeless advocate who has been at the helm of the Homeless Voice for 17 years running its newspaper and homeless shelter in Hollywood.

The incident took place at Broward Central Terminal of the Broward Transit System.

"The Broward County state attorney's office filed three misdemeanor charges against Officer Victor Ramirez, 34, including two counts of battery and one count of falsifying records, Thursday."
